This load test was for the elevators (part of the tail that pitches the vehicle up and down.) David Nobles in the cockpit is pushing full up or full down on the control wheel while his teammates apply the correct force up or down on the elevators at the rear. A digital readout gives the angles of the elevators which have to meet or exceed certain specifications in order to pass.
